The Connecticut ESS Rebate: How to Get a Discounted Tesla Powerwall

Adding battery backup to your home has never been more affordable. Thanks to the Connecticut Energy Storage Solutions (ESS) program, Eversource and UI customers can receive thousands of dollars in upfront rebates to install home batteries.


What is the CT Energy Storage Solutions (ESS) Program?

The ESS program is an initiative launched by the Connecticut Public Utilities Regulatory Authority (PURA). Its goal is to create a more resilient energy grid in Connecticut by encouraging homeowners to install battery storage systems (like the Tesla Powerwall 3, FranklinWH, or Enphase IQ Battery).

In exchange for a massive upfront discount on your battery installation, you agree to let Eversource or UI draw a small amount of power from your battery during peak grid demand times (typically a few times a summer). You always retain enough power in your battery to keep your home protected during an outage.

How Much is the ESS Rebate?

The ESS rebate is calculated based on the kilowatt-hour (kWh) capacity of the battery you install. While incentive rates step down over time as more people join the program, it currently offers one of the most generous battery subsidies in the country.

  • Standard Rate: Around $200 per kWh of usable capacity. (A single Tesla Powerwall 3 is 13.5 kWh, meaning an upfront discount of roughly $2,700).
  • Low-Income Adders: Homeowners in distressed municipalities or low-income brackets can receive an enhanced rebate, covering up to 50% or even 100% of the battery cost.

Can I Combine ESS with the Federal Tax Credit?

Yes! This is where battery economics become highly favorable. You can apply the 30% Federal Solar Investment Tax Credit (ITC) to the cost of your battery.

The "Stacking" Strategy

If a battery costs $12,000, the CT ESS program might provide a $2,700 upfront discount. The remaining cost is $9,300. You can then claim a 30% Federal Tax Credit on the $9,300 cost, returning another $2,790 to you at tax time. Your net cost for a premium battery drops from $12,000 to just $6,510!

Active vs. Passive Dispatch

When you enroll in ESS, you choose how you participate:

  • Passive Dispatch: Your battery is programmed to automatically discharge a small amount of power to your home every weekday during peak summer hours.
  • Active Dispatch: Eversource will occasionally "call" on your battery during extreme grid events (like a massive heatwave) to push power back to the grid. You are compensated for this performance at the end of the year.

Most homeowners opt to participate in both to maximize their incentives and annual performance payments.

How Do I Apply?

Applying for the ESS program requires submitting complex interconnection applications, one-line electrical diagrams, and specific grid-services paperwork.
